Alabama: State Plans To Enroll Thousands More Under All Kids Expansion. A major program expansion to All Kids, the state’s CHIP program, beginning October 1st, is expected to enroll 10,000 additional children in the program. The program will be extended to children in families making up to three times the federal poverty level (FPL), or $66,165 for a family of four. The previous limit was two times the FPL.
