North Carolina: Budget Cuts Mean Medicaid Program Will Lose $1.5 Billion. The state continues to squeeze savings out of Medicaid program, cutting provider rates, but state officials are warning that service cuts and job losses in health care could be looming. About 11,000 more people than estimated were enrolled in Medicaid during the months of August and September, increasing the pressure on the state budget.
